I was in similar situation 3 years ago.

I got rejection on Monday with the same reason and other two reasons.

I reapplied on Thursday (after 3 days) with same documents and one clarification letter for all three resons. I had written polite letter and explain that there is misunderstanding by visa officer and please find my clarification aginst those three reasons.

For above reason, I given clarification by showing that they have one unmarried daughter in India. They have enough property and all relatives (brother/sister...) in India. There is no reason for them to stay permenentaly in Canada.

Next week tuesday, they have received visa. (I loose fees for second time)
