Your position, in my opinion, is a border line case.

Now which came first, the egg or the chicken? Is a question very difficult to answer.

So, keep track of all of the things such as the events that are taking place now and in 'the near past'. You must have documented proof, such as correspondence and all of the calls and the e-mails to your Fiancee and the process that is leading you to get Married in December. You have full Nine Months to keep track from now on. Now Go back as many years as you can and see how you got to this particular point in time with your Fiancee.

Since you are not married currently and to your Fiancee, you will have to wait till December to Apply for her PR and the VISA. That process will take its own time. But since you are on a work permit, see if there is a faster way from the Local Office and see if you can bring her in during December, Immediately after your wedding with you, on a spousal visa of a work permit holder. Also see if see if she has enough points to qualify for a job, all by herself, and join you on another work permit. Now look for a work permit for her. How is that for suggestions?
