So you feel that the response I got from CHC was not a serious , official reply.They have told that in cases such as mine where PR card is still valid there is no need for a travel doc.I feel by applying for Travel doc you are trying to be over cautious..In your case, please tell me how may days have been already spent in Canada and how may are in balance before the expiry of the PR card..

We wud be applying on compassionate grounds
If they approve,then I will advise the concerned person to come otherwise
I wont advise him to take chance at the airport after landing in canada.
I did discuss this issue with few experts in this field and they have advised me to apply for a travel document on compassionate grounds.The grounds have
to be really strong and the ties with canada may have to be established.
At the end of the day--it is just luck----they may or may not approve

thanks sanjeev. It is not necessary to show ties. If one wants to make his case strong,then he may forward any bills,bank statements,location of immediate family members in canada etc etc etc. So it will vary from case to case.
But I dont think that u need to do that in your case. Applying on compassionate grounds alongwith proof of the reasons mentioned by you may help.If you have no compassionate ground,then it is difficult to provide proof of the grounds mentioned by you.However you may think about it in detail and take a decision accordingly.
I would advise you to be cautious in thinking that the H&C cases are adjuticated quickly.
These cases are immediately transferred to the local office where his person last lived and if that happens to be in Toronto, they have backlog of upto 1.5 years for someone to even look at your application.
So you can submit all proof you want voluntarily at the time of applying for a travel document, but the office overseas simply pushes it to the local office and does nothing, so you are then sitting in limbo for 1.5 years without being able to come to Canada.
From what I understand, the officer at the airport simply cannot deny entry if if he knows that based on the remaining days in your 5 year period since you landed, if you won't be able to meet the required 2 years of stay.
A CIC office has to do that once you apply to renew. It's at the time of applying for renewal that you can submit your case as H&C. Before that, in my opinion is useless.

Navin - Your reply seems to confirm what I understand from the CHC in New Delhi that one does not need a travel document if one has a valid PR card. Also, that the verification of residency data is done only at the time of renewal of this card. ..Just wanted to confirm that your source of information is highly authentic and reliable since I will plan my travel back to Toronto sometime in Jan 2008.Hopefully I should not be harassed by the immigration officials at the airport for being away from Canada for almost 3 yrs. BTW, Do these officials at airport have access to updated data on my total residency so far ?
