Apart from the many problems the newcomers face, there is this latent one caused by some of our own people. Say, if I had come in 1994, I don't say to myself, by 2004, the newcomers should not face the same level of hardship, it should be mitigated. "After all I went through all these. Let them also face the music" is the attitude.

Regarding the "brainwashing" it has to be seen to be believed, so much so that I am convinced that just like international narcoctics, it is really a big "business". The people canvassed are mostly who are in their late 30s, who have lost their good jobs, who find the alternate ones comapratively less paying, less respectable. I belong to this cateogry. However, I have a loving and caring family of mother, brother, sister, my spouse and my children. There are others who marry against their parents' wishes, los their support and fall prey to this "immigration" industry. Those who have marital problems/break ups are also potential victims to these "consultants". All the above feel they have nothing to lose but everything to gain by leaving the shores of their country. The consultants collect all "consultancy fees" even before their clients get their medical papers, but do precious little after that, even though they make tall promises. When the newcomer fails it will be on things like "not having PMA, initiative, drive etc. etc. ", but not on an objective evaluation on the country(Canada) which invited them. On one of the Yahoo discussion groups, there was this lady who was on the payroll of the consultant and who used to write frequently. When I made my own assessment of the situation, she said we should be like our soliders who were toiling along the LOC, patrolling the borders. May I know, is our plight similar to that? As educated, we all have an idea what type of planning and logistical support that goes in to our army operations. Does our defence forces take up any venture, just by reading Napoleon Hill, Norman Vincent Peale, Clement Stone.
The "immigration" industry is so powerful, it is possible that they might have requested Prime Minister to "utter/mumble" a few words so that they can keep their show going. It is possible that they have planted a few everyehre to confuse the Desis as to what the real issues are.

Simple, ask the association that question before you land; get a list of their approved training offices and talk to the designated contact at the office.

If you aren't able to get concrete answers, don't take a life altering decision or make a temporary move, until you know the facts.

Seems like someone first chose to let an "immigration consultant" weave dreams for him, and then expected older immigrants to realize those dreams.

It looks you don't have any idea, what problems immigrant face. Just call the PEO phone no. yourself and ask the association and you will know what answer they will give. They will always say that yes, you can get license and yes, you must get one year canadian experience (they will never say it is so difficult to get it).

Why don't you acknowledge the problem. There is problem with the whole system. Whenever you take taxi next time anywhere in Canada and if the guy is desi, ask him about his qualification?
