I gave my medicals around July 15 and got the visa around September 20 from New Delhi office. I had submitted the passport immediately after giving the medicals. It can take more time or less time than this, depends on many factors. My friend who submitted his medicals in March/April got his visa stamped within a month from New Delhi office.
I think you can fax your case details to new delhi office and see what the response is if visa stamping is getting very much delayed. Fax number can be found on their site at http://newdelhi.gc.ca
In person enquiry was the best way to get an answer but now they have stopped it!

I have stayed in the US for 5 months once and 15 days aonther time in the US (both in 2001), could that result in longer time taken in Background checks ?
