Please read this article regarding salaries. I am a bit puzzled why so many IT folks want to get out of India.

Most Outsourcing jobs (call centres Jobs) considered "IT" are paid average of 1000 - 1500 $ (per month ) and are already underpaid , so a 15% raise does not matter much to the company's to retain them
For high positions where they moved people from US to India, they have to pay very high salaries to keep them so they do not go back to their countries.
But they know that people are paid much more in West than anyof the countries in east and of course the quality of life is better here.

Dont compare the salaries in US$ to Indian Rs. For Indian standards, Rs. 25,000 is a good money for a call centre. And u are saying that they are underpaid? If a call centre employee in uS makes abt $2k/month, then u think they should pay Rs. 90,000 in India? Your argument makes no sense. Also note that it is not only the call centre jobs in India, there are other jobs also where desis from India work. Not the one from US who moved to India.
Even comparing cost of living in India (in rupees) and US (in $$) is not right.
