TK, these guys are very likely not calling from Canada at all.
The RCMP cannot do anything if they are sitting in Moldovia or Valparasio.
With VOIP technology like MagicJack and Vonage these days, it is very easy to get a telephone number of any area code.
You can have a 416 area code number, but call from Estonia.
