As I said I don't belong to Insurance industry I am not aware of Ontario Auto Insurance Law. But do check with them. Remember you need to have that claim history document issued by your previous insurance provider(s) inorder to prove it.
I know insurance companies & brokers don't like it if you ask for discount but you have the right to ask but with proper facts and laws applicable in your province and every organization has to abide by the rules when they define 'Claim history'.

PS: I guess I was among the only few desis in BC to have ask for discount to ICBC but since with my previous insurance I was not the Principal Insured customer and there was no document to prove it so legally I could not fight otherwise I could have taken them to Insurance Beureau of Canada. If I was given discount then till now I could have accumulated a discount of around $5000
I believe despite with ICBC I am paying the cheapest insurance since I shop for almost all providers and and dig them a lot when it comes to premium. Typical Marwadi thinking will only save you .
