one of my friend in india has:
b.e. electronics degee, sales job experince of three years. his education and experience is not in list of 38 professions.
what is the best option for him to apply and immigrate to canada??
he doesnot consider marriage as viable option as he is getting married in india.
kindly try to include the time-frame also with different options..

we have read this website before putting in the topic. the question is???
which is better: to get student visa OR to get work permit OR any other surely working option???
and how does one do any of these things sitting in India and approx how much will it cost???
and how much time these two or any other possible option (with certainity of getting PR) takes???

BE electronic degree is eligible to apply for immigration to Canada. You will have to tweak his experience as to what is closest to a profession in the list (among 38).
PR (Immigration) as I see is the best option available to you since it does not see your financial position for being granted immigration visa. You will pay around Rs. 15,000 to apply and another Rs 15,000 when granted the visa. The current waiting time in India may be around 5-7 years. If you get a job in the Gulf and apply from there, it may be less. Also people with lots of money apply from posts abroad (like Romania, Germany, Turkey et..) to shorten their waiting time. Check if this option is still there.
Work permit is almost ruled out as no one will give a job for a Non IT guy here.
Try also provincial nomination program which is available in some provinces and gurantees faster wait times (like Manitoba, Alberta, Sasketchewan etc...).
Study permit is a costly option and very cubersome too. First you need to get admission, then visa and then come and study here with your own money. After completing the course, you have to work for a year or so before you can apply for PR. Getting a job here is a very difficult thing here even with your non-IT studies in Canada. After applying for PR , it will take 2-3 years to get it.
We require able bodied people to work in Canada. So please cajole your friend to come to Canada at any cost. We need people to work in various professions (including easily got hard work labour job) and who can contribute taxes to this country which in turn can enable the cdn. govt. to pay for various social / welfare schemes which has made thos country one of the best countries to live.

You gave quite useful information. Now This guy have only 2-3 years experience and not at the managerial level.
Can you give some more details about PNP in simple language ( as I already tried the CIC website) and how it will help in finally getting the PR.
and for this guy, what kind of study options are there to finally get the PR.
Also, how can he apply from a different country, when he does not have any adress or visitor visa for that country?
if in addition to TK anybody else has any new information (according to the new rules) please share with us here..
