Honestly the Canadian government should give him a honorary Citizenship of Canada like Ang Su Ki of Myanmar.
He is a freedom fighter in his country like Khadr currently in US prison.
Canadian government should give visas to this freedom fighter and his family. May be he could settle in Brampton or BC.
