There is a brief description of it on a US govt site that states the policy as per Indian Authorities.
Read the OCI description on Toronto consulate site and do a search on difference between PIO and OCI on google. You will see a big thread on another message board with link to that US govt site

I am yet to see any Indian government or Indian consulate website (or any credible website) saying that OCI is NOT entitled to consular access.

I have seen some forums and a website immihelp.com that say that but they have not mentioned any source of their information.

Man i am scared of the intention of some of the poeple who are opting for PIO in place of OCI..

U were either born or raised in the country , took advantage of the system and now are scared of the systems of the same country.

People who are scared of getting OCI should try to get citizenship of greenland.. Very large country , no people.. no risk of anything happening caused by other ppl..

How true !!! :p

Anyway, Greenland belongs to Denmark. So, it would be a Danish citizenship. :)

Dude,
Desi's always take pride in bashing their motherland at any given oppertunity. Once they come to Canada and see all the industrializations, Cars , neat roads etc... they think they are in heaven and that India is a living hell, not to mention that these are the same people who spent a majority of their lives in India and fully used their system.
I laugh when people think that India is like lebenon/ Beiruit, Somalia, Iraq , Sri Lanka or other countries. Even today the World bank has said that the Indian growth is irreversible. I have been in constant touch with my friends in India through Google chat (at all times of the day) and all vouch for India's growth and stability. In fact many of my classmates who stuck on to India during the hard times are now reaping big. Most of them earn 2- 3 lakhs a month-before taxes (in south India)and this is without the so called overseas experience.
I also know that many donot take the PIO/OCI b'cos tehy own agricultural land and they still can not find clear cut documentation by the govt. which would enable them to still own agricultural land after PIO/ OCI status.
Peace out

Same topic came up where India was hell for some of my friends who spend approx 30 yrs there :) and another friend of mine said this,

"30 saal tak haath se hi dhoote they, idhar aaa ke paper se saaf karna chalu kiya....ab dekho India ganda lagta hai"

:):):)
