Consular Services To Be Outsourced

India to outsource Canada consulate
--------------------------------------------

TORONTO: With an aim to make visa services faster, hassle-free and efficient, Indian Consulate here has decided to outsource its consular
services under a new visa regime which will become functional from May 22.

"The government has decided to outsource consular services in Canada. The VF Services (Canada) would be the nodal agency which would have collection, processing and distributions centres (for visa services) in Toronto and Brampton," Preeti Saran, Consul General of India, told reporters here.

The centres, managed by VF Services (Canada), would become operational from May 22.

These would recieve applications for visas, except Diplomatic and Official ones, for issue of new passport or renewal of old ones and other passport related services like change of name, Persons of Indian origin (PIO) cards, Overseas Citizenship of India (OCI) cards on behalf of Indian Consulate for an additional fee of 19.25 Canadian dollars.

"The applications would continue to be decided by the Consulate General of India," Sharan said.

From May 22, when the centres become functional, the Consulate would stop receiving applications for consular services including visas, passports, PIO and OCI cards.

It is a additional charge?
Website states

VFS Processing Charges:

A charge of CAD 19.25 towards VFS Canada Inc. is applicable per passport

Does that mean this will be additional charge on top of say $ 62 for Tourist visa?

Yes it is. That's why, for your "convenience" they now accept visa, mastercard, interac. :(

Exception is OCI where it must be paid separtely in US funds as a draft or MO.

Just curious to know:
* How much % will come back to CGI from that C$19.25?
* Since many services will be outsourced, does that mean that CGI will be over staffed after May 22nd? If so, then how many people will be laid off?
OR
CGI will have to recruit more people to supervise the 'outsourced' activities?
* Would there be any accountability for the revenue generated and how that money will be spent?

Convenience ?

As I see it, instead of location A we will now go to Location B, and pay $19.25 extra....

For residents of Brampton and Mississauga it may be a little convenient drive and parking experience, but "$19.25 times #of passports" extra for that ??Unless there are some other convenience factors that I can't see... e.g. expeditious processing, reletively shorter wait time, better customer service etc...

And if convenience was not the factor that lead to this change, then I would consider it just an increase in CGI fee for all services by $19.25 ....
