Residency Obligation in Canada for a PR.

The CHC says that in my case due to the presence of a valid PR card, no travel document is required. However, consider a hypothetical situation where I lose my PR card today and therefore need to apply for a travel document to enter Canada. Do you feel my request for travel document will be accepted ? Would I have to submit supporting documents at this stage to support my request to retain PR status on humanitarian grounds ?

Guys,

Both of you are correct but in different scenarios.

Lucky... your information is correct for the cases where people could not meet residency status and want to comeback on humanitarian ground, its like asking for extension of PR time, which is very rarely approved and given. The originator of this post doesn’t fall in this category YET, so this travel document for humanitarian ground won't apply on him.

Cdn dude is referring to cases for e.g. we have PR cards but my kids don't have it, so the next time I plan a trip to Canada we need to ask for travel document for kids travel. It’s for valid PR's but without the PR cards. If one has a valid PR card even if the residency obligation is met or not the person doesn't need a travel doc, they can come to Canada but the result is in the hands of the immigration officer at the airport, whether they'll allow you in or deport. Cdn dude was trying to explain this as the OP falls in this category and not the one what you suggested.

As far as OHRI is concerned,I think he fails to fulfill residency obligation on Dec/06.It is upto him now whether he wants to travel with his valid PR card
and is ready to take a chance at POE.

As far as I am concerned ,one of my family members has failed to fulfill
residency obligation but has a valid PR card. Since that person has a good job back home,I have advised him to try for a travel document on compassionate
grounds and in case it is approved,he can come here for 3 years and complete his citizenship period or stays here for 2 years to meet residency obligation.
In case the travel document is not approved,then he may rethink whether to take a chance at POE.

-- Does he have a choice? There is no need to explain about what happened to someone who you know. The OHRI has already told us twice, that he received the reply from CHC telling him that the travel document will not be issued. This discussion was "OHRI case specific" and hence your points/advice to apply for the travel doc were absolutely of no use.

Let me be ohri specific.OHRI said that he got a reply from CHC Delhi.He has not
mentioned whether this was the reply to his email or this was the response to his travel document application.

If the response from CHC to OHRI is the result of submission of TRAVEL DOCUMENT on compassionate grounds along with $50 fee ------I withdraw all my submissions on this issue and wud submit an apology for wasting everybodys time.

If the response from CHC to OHRI is in reply to some email,I fail to agree with all your submissions. OHRI has not mentioned whether that was a response to some email or to his application.May be OHRI can explain in detail.

Emails in bulk are replied by some offical in CHC where as immi/travel doc/visa are handled by qualified and competent officals designated by CHC.That is why I refuse to agree to that reply if it is by email.CHC wud never like to encourage travel doc for those who fail to meet residency but on compasssionate grounds,they have the powers to permit

I wud still apply for travel doc on compassionate ground along with $50 fee for
my family member and I will surely let you know the reply from CHC

Can you please tell me if the reply you received from CHC was in response to your email

or

Did CHC send the reply in response to your Travel Document forms which u sent them alongwith $ 50 fee
