I inquired this to the police service and got this response from the police officer.

In regard to your e-mail about the legalities of when your children can be left alone. The age varies, depending on maturity of the child. The recommended age is 12 years old. If a child under 10 years is found home alone and there was an incident in which the child's life was endangered, the parents could be charged criminally. If the child is between 10 - 12 years old and is found home alone, it will be up to the parents to prove that the child is mature enough to be left alone. Once a child is over 12 years it is believed that they could baby-sit, if they take a registered baby-sitting course and are mature enough to know what to do in case of an emergency.
