Dont forget that remaining out of your own field for an year or so, diminishes the bleak chances of getting a job in Canada(in engineering)

I am an Engineer myself and had been out of my field for approx 9 months in 2003. Two interviewers "politely" informed me of this as a weak point for engineering professionals (and they didnt hire me).

Dear Azaf,
Thank you very much for a great reply and I agree with you completely. Coming to Canada without a plan would be like shooting your own foot.
I think I will need to come up with an education plan to study in Canada and I guess you can help me a little bit further here.
1) I am an Electrical Engg. (Bombay Univ. 58%). As you can see the acads are not great. They are just above average in Bombay Univ. I dont have a great rapo with profs. In college, all I used to do was trading and learning Japanese.
2) I have a GRE of 2000
3) I have a lot of overseas exp. in Japan and London.
4) I speak/read/write one foreign language fluently (Japanese)
5) I want to go for Comp. Sci. or Finance (Mathematical Finance) for higher studies. Also I think Toronto Univ has Japanese language course and since I am just one level below native, I can complete my native level here.
Can you help where should I start, atleast with respect to searching for universities in Comp. Sci. or Finance with regards to my situation? Are there areas where I can upgrade myself before applying?
And one more thing is I do not have a Canadian work experience. But when I came to Canada last time, I applied for quite a few jobs where I needed to interact with Japanese people supporting some softwares in Japanese. I thought here my Japan exp. would count, but they told me I needed Canadian exp. I was puzzled. Maybe its another way of conveying "No thank you".
Best Regards
Amit

But after getting PR, I am wondering if I come to Canada and they ask me my Canadian experience, I have nothing to show.

You have learnt the language, you are settled and comfortable. Why do you want to leave Japan?

Japan has extremely difficult (read almost impossible) immigration policy. But if you have Canadian passport, visa is not required.
It took me couple of months to find a job in my field (civil engg). What helped me was my education and exp. in US. In the meantime, I was doing database management for a transportation firm (thank god I had learnt MS Access and SQL server).
I think people who r in the mfg field, need to keep a tab on the current situation. Mfg is not doing that great in Canada thx to cheap labor/goods from Asia. I think Canada lost more than 25k jobs this year.
