Is USA safe as compared to Canada? Read the article

Police said Bishop has a valid handgun license.
I would say "yes" out of my experience.
I had lived in the USA for 5 years without any unpleasant incidents.
But, the day we imported our car from the US, someone broke the car window, which was parked in the secured underground parking of the apartment building. When I called the police, the officer gave me a number, and said there was nothing they could do and she would not come in person either. When I asked her 'Why", she replied that it was a common thing to happen and that I have to claim for the damage from Insurance. I had to select between claiming from the insurance in the US(US$300-valid for a month still) or to payCAD250/ to get it fixed here.
I chose to do the later.
On the contrary, in California ,several years back,when someone backed their car from the parking lot, hit my car and went without stopping, I called 911 .Within half an hour an officer came.I gave him the partial number of the car, which I noted down. He questioned me further. That time I realised, what a poor eye witness I was. But, in a months time, I received a letter from the insurance company of the lady who hit me, to go ahead and do the repairs. The police somehow tracked the car and took action.
Ofcourse, everyone will have a different experience.

That sounds like a Lazy Police officer. By law (US or Canada), a Police officer must respond to a call resulting from a crime of any kind. For future reference, ask the officer for their badge number and then request to speak with a supervisor.

Not so. I’ve had a similar experience in Canada (car broken into) – the (operator at the) non-emergency number that I called immediately informed me that an officer would not come to the scene, however, a report would be completed over the phone.
The officer who completed the report over the phone told me that they didn’t come to the scene in case of car break ins (unless personal injury was involved) mainly because ‘the evidence that they typically collected didn’t stand up in court’. At my request, however, they did send a community safety officer across to talk to the complex’s management about additional security measures (which were eventually installed).
In case of a road accident too, an officer will not come to the scene for damage less than $1,000. A hit-and-run cited by the OP is a completely different matter.
Just for records
If the damage is less than $1000 or no human injury and it is not a Hit and Run , then the police officer does not have to come to the scene. He can give a reference number for insurance etc. purposes..
