hello to Mr. Masood and other experts

My friend had applied for skilled worker class in dec 2001

there r few doubts

1)His file no. is before new point policy came in existence. But his fee draft was encashed by embessy in jan 2002. Will his case will treated in old policy or new one ?

2) Even that time no IELTS was there so he had not appeared for IELTS ,should he b called for intervew or his case will be delayed more . plz guide
