HOW DO I EXPEDITE MY FILE - MY PEERS GOT PR MINE STILL IN PROCESS

Hello experts!
I have been searching this site for a similar case as mine - but could not get the answers.
I got my immigration file no. on 30Oct07 under the skilled worker class (applied from Dubai).In Feb 09 my agent told me to clear the IELTS since he expected the request for document requirements.
In March 2009 I cleared the IELTS with an average band 7 score. I understand that the IELTS score is valid for a year only!!
Need your advice on the following :
1.Is the IELTS test score valid or do I have to reappear for the test?
2. Since the time I have got the IMM file no. I have not updated any data regarding my IELTS result, change in my husband's job etc. Do i need to do that now?
2. What are the various steps after receiving a requirement letter - how much time does it normally take to get a PR card.
eg step 1 : interview approx after ? months
step 2 : medical after approx ? months
3. Am i allowed to change my representative since I am losing trust in the present one.
4.Are there cases of medical rejections for ailments such as spinal slip disc? I recently discovered this during a routine check up but I have no acute pain whatsoever and hence was never aware of it.
5. What are the documents that I can keep ready while I await further requirements?
6. Do we have an option to switch over to the new skilled worker immigration program if this is going to take over a year to land in Canada?
My agent keeps assuring me that my requirement letter will come soon but till date there is no movement in the immigration file status - still shows IN PROCESS!! My friends who have applied 2 years ago have got their PR cards and I am at a loss to understand what I should do to expedite my case?

You are very eager to jump from frying pan to fire. all the best. welcome to canada. ( One year back we were also as eager as you TO LAND IN CANADA FROM SHARJAH but ...... I can only remember those days as a dream when I enjoyed best of both world. All the facilities of India plus all the good environment, infra,pollution free etc etc and on top of Tax free salary where I was saving more than 50% of my salary).
I shall only tell you don't worry soon you will receive medical and it will go smooth since canadian Govt is eager to bring more gulf people since they bring more money than any other people. Even if you have diabetes or BP, you will be given Visa. (since one of our known person had diabetes got visa and he landed and went back a couple of days back). It took us 3 months to get medical papers and in another 1-2 months for stamping of Visa whereby you have to send all passports. Maybe you will have to give UAE police clearance again which may take a week.
Please tell your consultant to waive interview since it is either IELTS or interview. since you have cleared IELTS, insist on interview waiver. We insisted and interview was waived off.
Please search other answers since all the other areas are covered previously and you can go to search and type like PR card etc and you will find all the answers.
P.S.START APPLYING FOR JOB FROM THERE GIVING YOUR RELATIVES ADDRESS AND PHONE NO. YOU HAVE ONE YEAR TO LAND FROM YOUR DATE OF MEDICAL SO, NOW YOU HAVE MORE THAN ONE YEAR, SEE WHETHER YOU CAN GET JOB IN CANADA FROM DUBAI. ALL THE BEST. (DON'T LEAVE YOUR JOB). We are not sure about economy after one year. LET US HOPE FOR THE BEST.

1. Yes its validity is only for one year. But the score still holds good, if you applied prior to its expiry. No, not unless you want to improve on the scores.
2. If you have a file number, any information sent to them, (with a copy to the Rep, will go to your files and to the family members individually. Keep copies your submissions at home, for your own use.
2. You seem to have applied under the old rules and you are in queue. PR Cards are issued to those who land here after they get selected through the system. Your files are now with CIC and they will determine your eligibility to enter Canada with your submission. I do see the lack of your language skills being shown in your first application. You representative failed to address this when you applied through them or bring it to your attention. Or you are following his instructions after you filed the original application and now you feel confident to get to a board and ask questions. Since you brought it up, now you can supplement this information through them.
*You are NOT even at the starting gate. So, you may still have to wait for an additional period, similar in nature. The count down starts once you get to it and follow similar cases at a location called TRACKITT.
The New FSW system started around the 27th Feb 2008. So you might see people whizzing past you into Canada whose skills are in demand here currently. So ask your REP to re-evaluate your skills and see where you fall currently and if there is a chance that you can jump the queue.
3. That is a choice that one has to make before he pays them the full fee without any assurance of a success through them. If you do, then you loose the sum that you provided.
4. I cannot comment upon a decision made or that could be made on your medical files. Many of them are made together or in conjunction with other findings and if I may add they might not eliminate you out of the race as yet. You will have to ask your family physician and other experts as to the severity of your current existing condition and what if it ever gets worse. But get all of these done off the records. That way it will not be accessible if your files are demanded from your family physician.
5. I think you should address these questions to the PAID representative and he could provide with one to get you upto speed. I cannot comment upon your files with them.
6. Do we have an option to switch over to the new skilled worker immigration program if this is going to take over a year to land in Canada? You can bring this up with the them and see if it could be done and ask them for the quick change over to the FSW program now that you have the IELTS scores. This should give you an insight as to how good those blokes are to their clientele.

You seem to know that there are two systems in existence. One that you got into as the new system was not in operation at that time. AND
The NEW FSW system with the NOC numbers and of course the assessment to go along with it that is currently in vogue.
One thing that you must learn to understand that your success depends entirely upon your Educational Level, your Mastery of the Language, Your Employment skills and the Current LEVEL in that position that you are currently holding and the prospects of achieving higher levels as time progresses and the energy level and aptitude that you show in the post you hold.
*I can assure you that you will have as much success there in Dubai/India in your current job, as you wish to attain after you land here.

I can make more sense of my position now and I can best utilise this time to be on the look out for more opportunities and make more savings before I land.
