My friend had applied in Nov 2000 and he has received nothing except Acknowledgement letter with file No.

In Oct 2003, due to some domestic problems and misguidance, he had sent a fax to CHC, New Delhi for withdrawal of his case. He had also received a telephone call from CHC after 2 days of fax to confirm the withdrawal of case. He received nothing from CHC, New Delhi thereafter. He has not received any letter for IELTS or new forms.

The reason of withdrawal of case was not due to old or new regulations.

But now his mind has changed.

Is there any chance that his case can be resumed again ? If so how ?

Your guidance is really appreciated.

I'm afraid, it's too late. he has to re-apply.
