I am residing at Toronto. Can I get my H1B stamping done at ottawa ?. If yes do I need to give an address in Ottawa which I dont have?

Because in Toronto the waiting time is 25 days, I want to try in Ottawa. Can somebody tell me whether it is possible ?.
