As far as my experience 16.9 is cheap and quality is excellent.

the http://www.raza.ca" rel="nofollow">LINK phone cards are pretty good... ive been using them for about 3 months now, they always connect on the first try and the clarity is excellent... what i like about them is you can use the card from anywhere... and they are pretty cheap too... i am happy with them...

I would say 19c. If you calculate the credit of 1 min. calls and 6 sec. pulse, I am sure Primus would be at par or cheaper.
Secondly Reliance might be cheap for India but what about other countries in Europe, Mid East and Far East?

Reliance is the best @ 16.9 rate. Good voice clarity.

Pulse rate is not much important if you talking generally 15 min or more but call rate per min is more important.
