HI ..
I am immigrating to Canada from India in September and I have PR . I am coming by Jet Airways. How much Luggage is allowed for the first time Migrants.

Normal baggage rules for PR. You have to pay extra for extra baggage. You can check allowance here: http://www.jetairways.com/EN/CA/TravelInformation/Baggage/baggage-allowances.aspx

You can bring extra household items via sea or air cargo by filling the "Goods to follow" form at http://www.cic.gc.ca/english/newcomers/before-border.asp

Unless the value of items is significant, transportation costs may not be worth it.

Per person you can have
2 checking baggage - 23 kg
1 cabin bag - 8kg

As it's an Indian carrier, they are little relaxed with these numbers.

I think the above response while being correct, needs slight amendment in relation to the original question:

1. There is no difference for an airlines baggage allowance whether you are a first time PR, tourist, or citizen - the difference is purely based on the kind of ticket you purchase from the airline (explained in link provided by Rajcanda's).

2. You may carry as much as you want as a first time migrant PR for Canadian immigration purposes. Theoretically, you may buy the whole cargo space of the aircraft which brings you to Canada first time. All you need to do is provide proper documentation as required for a new immigrant to immigration and custom authorities (link provided by Rajcanada). Anything you do not carry with you while landing first time in Canada will be called, goods to follow, and you will have to provide a list of what is all going to follow when you land here first time. I had brought a full container load as personal goods to follow when I came to this country.

While the above is largely true , I would like to add an amendment ;)

You need to submit a 'goods to follow' list when you intend to land finally .. esp in cases where people do an initial week or two stay landing first and then decide to finally land later , it is as at the later re landing when you have to provide the 'goods to follow' list preferably to the CBSA @ Airport OR later @ one of CBSA's office with in a few days.

Make sure you are not over the limit. Jet Airways are anal about extra kilos and will penalise you the first chance they get(sometimes even for a single kilo over the limit). They also handle Etihad's ticketing at Pearson Airport and pull similar stunts on their passengers.

I had to provide my "good to follow" list when I first landed for an initial period of 3 weeks stay and that is why I have written that you have to provide the list when you first land. I had clear intention that I cannot come back for atleast next 6 months.
