EVERYONE SHOULD BUY A SAFE AND STORE THEIR VALUABLES IN IT. IT WILL BE A LOT CHEAPER IN THE LONG RUN.
You must have photocopies of your Passport and any documents that were attached to it. If so, it will enable you to obtain a few of the documents and also your PP a little sooner.
Lost/Damaged Passport: Issue of Duplicate Passport/Emergency Certificate(EC)
When a passport is lost or damaged, a Duplicate in Lieu of Lost or Damaged Passports is issued. Application for issue of duplicate passport is to be checked at the Consulate before submission at BLS Centre.
Applications for lost/damaged Passports must be submitted in person by the applicant and not sent by post. Tatkal Scheme (Emergency Service) is not applicable in cases of lost/damaged Passports.
Requirements. :
Fill in online passport application form available at web-link
http://passport.gov.in/nri/ which will generate a Web File number and a PDF file.
Take a print out of the online application form (PDF file), fill-in its pages 2-3. Please ensure that specimen signatures are affixed, in black ink, at four spaces provided and good quality photograph (size 2inch X 2inch) is pasted on its first page.
4 (four) Passport size (2 inch x 2 inch) identical photographs showing frontal view of the face with white background; (three) additional photographs may be required in some cases where Police verification in India needs to be done.
A Police Report regarding lost or stolen Passport. *
A photocopy of lost Passport/damaged Passport. (If you have it)
A sworn Affidavit in the prescribed format (please see under forms).
Proof of legal stay permission in Canada. It is necessary to furnish proof of a valid Visa or Residence Permit (PR). If there is no valid Visa or PR-card then a short validity Passport for two years can be issued.
Fee $ 255/- + $2 Consular surcharge (for a 36-page booklet) + BLS C$ 7.40 including tax
For long term residents of the Canada i.e. more than six months:
An Affidavit regarding non-acquisition of Canadian nationality to be submitted / Search Letter from the Canadian authorities that applicant has not acquired Canadian citizenship.
Any other document establishing applicant's identity as supporting document like, PAN card, Ration card, Election ID Card etc in original with a copy (the IDs furnished should preferably be issued by Government of India or other Indian authorities like the state governments etc. IDs issued in the Canada would be considered only as secondary proof).
Please note that Personal Particular Form (in triplicate) for Police Verification (see under forms) may be required to be filled in some cases where identity is not conclusively established.

1) Get 10 copies of your Passport Pictures for INDIAN Passport. 2 x 2
2) Fill in that application form. DO NOT SIGN IT.
3) INSTEAD OF A POLICE REPORT, TYPE OUT A LETTER WITH ALL THE DETAILS YOU HAVE and get it attested or notarized by a lawyer that you know. Write in the letter lost.
4) Get one picture pasted on to a sheet of paper, and write in it that the lawyer you are going to use, knows you and the photograph is of yours with your name written in it. You have to generate this letter. PLUS 3 copies? attested.?
5) YOU HAVE TO VISIT THE HIGH COMMISSION OR BLS TO COMPLETE THE APPLICATION.
6) But, You will need a verification letter from the Immigration Canada saying that you are not a Canadian Citizen as yet.
7) Date of entry as an Immigrant with the stamp from your lost passport.
8) Other proofs such as copy of your PR Card.
9) Copy of your Drivers License.
10) SIN number.
11) A letter from your employer.
12) 264.40 plus charges and a prepaid return COURIER ENVELOPE or a way bill.
13) The lawyer has to attest and put his seal at every location that you sign on the Passport Application.
Get a couple of visiting cards from the lawyer and attach it to the application, some place.
The PP pictures are always PASTED WITH Glue.

That will be a lot of work to be done for getting the next Passport. You could have bought Five safes from Canadian Tire.
