The same had happened when I had applied for my mother`s visitor visa, luckily for me I have an elder sis in New Jersey, she applied for green card for my mom , and got it in 9-12 mths time, my mother did visit me couple of time via US.
If you have that option, that can work rather faster.
If this helps, you may not have any one in US, but just in case you have you may try that.

My Parents do not want at all to stay far away from their home in India, its me who is forcing my mother to come and stay some time with me and my kids.
Your advise is better to go visit india but it will cost me too much, job,travel expenses for 4 person etc.. lot
My mother has his own house worth of 65K registered with Local Authority, having bank account fix deposites more then 15K, have huge family tie up and more ever she has applied alone as my father do not wish to come at all,
the reason they give is No Travel History,,,,,
I have shown enough income and my house papers, and tax returns, with affedavit notarized by local registered advocate.
I dont know what else they want.... I am sure some one who is handling this is do not want to consider the right points.... he need some thing else......... this is what agents told in India...

If they say that your mom has no travel history then make one by sending your mom to Sri Lanka, Nepal, malaysia and Singapore. Once done, photocopy the visa/seal and state that she has returned promptly. Canadian visa idiots actually treat this as travel history.
Whatever people say, MP letter helps the most too.
Also if you state that only your mom wants to come to Canada and not your dad, they will treat this as only your mom wanting to immigrate. So apply for both the visa's but let only your mom come when the visa's come through.
