Understanding priority dates / USCIS visa bulletin / Family categories.

For Nov 2010 the priority date for F4 category for Phillipines was 01APR91
For Dec 2010 the priority date for F4 category for Phillipines retrogessed to 01JAN88.

That is 3.25 years of retrogression.

What is the probability that such a situation can happen for Indian applicants in the F4 category?

For Dec 2010 in the F4 category can Indians with a priority date of 01 Jan 2002 apply for adjustment of status and are they getting their immigrant visas or am I missing anything.

I just want to confirm that what is published in the visa bulletin is the current information and applicants are indeed getting their green cards based on that bulletin.

the bulletin is published by the state dept and is current info. For country of birth, India, F4 can apply if their priority date is before Jan 1 2002. The info is valid until Dec 31, 2010.

The dates are posted for the following month on or about the 15th. For example, Jan 2011 bulletin will be published around Dec 15th.

Retrogression is a turkey shoot. No mathematical certainties as far as I know and is forecast on a monthly basis. So, yes, India can retrogress several years, not at all or become current with no apparent logic.

As per Feb 2010 visa bulletin, F4 category for Indian applicants now has a priority date of 01 Jan 2000. This means that they have moved the date back by 2 years :(( ..... obviously bad news for applicants in the F4 category. I do not understand how priority dates move back.

They must have forecast higher demand on the higher priority categories and that would reduce the numbers/ visas available for F4 and hence, they'll have to retrogress the dates to meet that reduced number of visas. This happens very commonly and nothing to be surprised about as much as it is frustrating to the applicants.
