Can we pay the fee by certified cheque made by canadian bank from here and send that to my parents to submit it with thier application
What is the normal timeline if we send the application thru' mail to New delhi around August for getting Visitor visa

If applying through VFS: you have to pay fees in INR only and I don’t think so Canadian bank issue certified cheque in INR
If applying directly to CIC: Fees are payable in Canadian dollars or Indian Rupees by Demand Draft or Certified Cheque in favour of ‘Canadian High Commission’ or ‘Receiver General for Canada’ payable at New Delhi.

It seems that you can pay by cc issued by Canadian bank, provided it fulfills the place and currency conditions. Not sure though. It is better to take clarification from CIC.
