If I give my friend's address to deliver PR Card .Do I have to give authority letter to my friend to receive it on my behalf ?

Just a word of caution. It is illegal to send PR cards overseas by mail/courier, even though some people do it. If detected at customs it can be confiscated. So it is advisable that someone carries it overseas with him and then courier it once it is out of Canada.
Illegal? Really? Never knew of this.

I do not have links. But this is what some colleagues who had immigrated advised me. It is like sending the passport overseas which I understand is illegal also.
