this might be the reason. you should have explained them the reason of not getting PCC b4 sending the documents, as for them it was incpmplete set of required documents. i think they could have understand your problem better if you had explained them clearly b4 sending anything. i really feel sad for you and your family. our kids dream bigger then us for canada, we too prefer to migrate only for them.
