My 14 yr old will be traveling to the US by land, with a valid PR and valid US visa for a few days with frnds.

-unaccompanied by parents.

Do you foresee any problems with that?

Do I need to write a letter to go with him, that shows my consent?

A letter may help. But a 14 year old should be able to answer simple questions about his relationship to your friends if that were to be asked at the border.

I also called the border agency and they said that a letter stating reason for visit and a permission from me ,also signed by a witness whould do the trick!

Its not mandatory, but will speed up the clearence.
