Hi All,
I applied for PR at CIC Buffalo and then moved back to India(did not change my address). Now i received medical. I may expect a call to submit passport if my medical get cleared. In that case, can i not send my passport to Buffalo in USA from India as someone mentioned in one of the msg that its illegal to send passports to other CIC/countries?

I am not sure of the legal side, but I personally know one case where in the application was made in Buffalo. Later they moved to India. Medical was done in India and the doc send the report to Ottawa instead of Delhi for additional courier charge.When the request for passport came, they send it via ordinary mail to Buffalo from India with a US address as the return address. Their friend from US send it to them via US Post.
Freddie has a point and you might want to check with some immi lawyer to see what is the right thing to do... Or visit US at the time of stamping and submit the passport.
My case is 4 years old and rules may have changed but sharing my experience. At that time I didn't know about canadiandesi.ca OR not knowing anyone in Canada.
I had applied my PR in india in 2001.
I moved to USA on H1B in Jun 2002. I got a letter for writing IELTS exam in 2003 at my permanent address in India. My father sent me letter to USA. I had given my IELTS exam at Verginia, USA and sent my result to Delhi CIC. I also informed them at this point, I am in USA and working on H1B and sent all documents related to my job and H1B.
My father had received letter in India in 2003 for medical exam. He sent me all documents to USA. I did medical checkup in USA and replied Delhi CIC with updated information about me in USA.
Delhi CIC asked for passports in 2004 at indian address. I sent my passport from USA to CIC delhi via UPS. Delhi CIC stamped visa and sent passport to my permenent address in India. My father sent me my passports to me in USA via courior.
Delhi CIC always contact me at my address in india and I sent all required documents and updated information from USA to Delhi CIC. I had not any issue but it always danger to send passport via post/courior to another country. I sent passports to Delhi CICI on my risk. I entered in Canada by Car and become PR at Buffelo border.
Meanwhile I inquired to NY CIC and they told me that you can tranfer file to NY but in that case process will start from scratch. So, I didn't trnasfer my file to NY.

Thank you all for the contributions to this thread. It is worthy of note to see that you all stuck to your stance (Guns) and completed the process from ONE Location, rather than jumping from country to country. I see it has its own merits. Good Luck to those who ventured and risked a little and broke a few 'Rules'. I don't think it is 'Criminal' in nature.
Lots of valuable documents have been mishandled and lost in mail systems. But with the current robust mailing systems and door to door deliveries, it has provided us with a little more sense of accounting and security, when we COURIER ours out of the country. If it stays that way and there is no delivery going astray, and on occasions, does permit us to take advantage of the system hoping for the best. As always there are risks associated with such a transmittal. Needless to say, it goes with it and the individual has to assume it at his own.
These are exceptions to the rule and are not the norms.

Freddie, its completely legal to apply PR at Buffalo if u r under the norms and moved back to any location in the world. I know the people who got the PR and after apply they moved out of US.
Even people those who are in Canada, they also apply to Buffalo office only so for them CIC NY or Buffalo ask a passport and they send it across country from Canada to US. It means CIC knows if people are sending passport across the country. It was just a general question i asked but we all benefited with little extra knowledge.
