C.O.P.R question

I am landing Sunday and I have a question. My COPR form has a lot of points that need to be filled .. for eg. address of person who is helping me, how much Im carrying , my signature etc

What I want to know is... Should I fill it up here or should I fill it up in an officer's presence.
The package doesnt say anything...
