Can a person who came as a visitor 3 months ago and married a local, applied for PR, get a SIN number before she gets her PR?

What do you mean by local . If 'she' does not have a PR how do you term her as a 'local'

Nopes, she is not a local. The man she married, (my brother) is a local. My brother has been here for the past 8yrs.

Visitors "no" but a temporary no is alloted to the student visa.
