Did anybody ever applied for this program at the border? I called at
the border and they said that you can come and apply for it, but some
people said that you can only apply at the border if you are american.
Does anybody know about this issue?

Which border? To enter US or Canada for IT employment? If you are refering to the TN visa, it is available to US, Canadian and Mexican citizens only.
