Dear sir I liked to discuss with you the pnp programme.I know that you are an expert in canadian visa.I saw a lot of sites from cic where there is no mention that the pr card would be revoked if you dont live or fulfill any promise made in the processing application .I think you have also not heard any case where the pr status was revoked for the reson that somebody after say 1 year moved to other province.Once you arrive you get the pr canada.It is only the mention that during the process that the officer from province or visa post come to know that you are making a passive investment than they shall send you a refusel.Please clear this point.All other is right that the province do not nominate a lot of applicants.In Canada there is still no law except in the entepeuner buisness class where you get a conditional visa.

What kind of promise? you never make any promise during processing application. You only put facts and supportng documents and it is decided.

PR is valid for all provinces within Canada..so it does not matter if someone relocates

This is a matter of just naming the incidence but revoke or invalidation of PR card takes place only if the conditions are violated and the person tries to re-enter canada on that PR..he needs a new travel document / visa if the PR stand invalid..
