It's like asking how often is it going to snow this winter.
Black ice is formed when the snow melts during the day and again freezes at night. The day temperature shoiuld be warm enough to melt the snow and the night temperature should be cold enough to freeze that water to form ice.
In terms to gravity of the problem, all you need is a small patch of black ice and one can go flying.
