You can always try. But technically, since you have the intention to settle in Canada, the VISA officer can always say that you have no intention to come back to your home country.
Try with a good reason to visit Canada and impress that you have no intention stay in Canada longer than required. ( applying for PR does not mean that you will over stay in Canada now or misuse the privilege of your VISA)

If I were you, I wouldn't try again and give them a reason to doubt. If they said NO Once-is enough, if reject again means you will hurt your PR File. Then you will wait for years to clear mess. They may never give you chance again. Better to be safe then sorry.

Dead wrong! Who says so?
Canadian visitor visa is like a lottery. you can apply as much as you like (though VFS strongly states that once your visitor's visa is rejected, not to apply unless your have significant changes (docs.) to your current application.
Canada needs tons of people to work in jobs that Canadians donot like (like labour jobs) and pay taxes.
Applying for 'n' number of times for visitor's visa (while PR is in progress) will not affect your PR file (whereas the inverse is true as you stated).
so as long as the OP has money and VFS accepts, let him enjoy !. your repeated applications will not affect your PR file.

If you won't try ... you will never get it. I know one of my contact who was in the similar situation, got visit visa on 5th attempt ... probably they got bored with the application.
