Thanks for your replies guys. But my concern about applying again is the ground work. (like again applying for FBI clearence which takes 3 months, etc etc). Means before actually submitting the apps to CA consulate, it gonna take atleast 4 months just right here in US. Who know in between they bump up from 67 to 75 again?
Cases like these of bringing down the points (especially like 67) are very rear and there should be some way for people who have gone through the full cycle process & subsequently might not have major or any changes in their profiles (like marriage, kids etc) to reapply.
What I am looking at is might be some thing like , -> I already applied -> this is my file number -> then points req were 75 , now 67 . So why not simply qualify. There is not even a slightest change in my file or profile.

I empathize with you. But rules are rules.
As far as the Immigration authorities are concerned, the points required were 75 at the time of your application and your case was judged accordingly. They found that you don't meet the above criteria, the result was communicated to you and the file closed. You cannot claim that they dealt unjustly with you. Also, you are free to reapply as per the existing rules. If they are going to reopen all such cases, they are going to face a huge backlog, which is going to affect thousands in the line.
But if you feel wronged, you can ask legal help from an immigration lawyer and probably file a case as Masoodbhai suggested.
