spouse sponsorship while outside canada

hi

The govt web site says that one can sponsor a spouse while outside canada provided one is a citizen. has anyone done that and know the time it takes etc ? thanks

so i guess one can apply to Mississauga and from there it goes to Delhi and total time approx 3 months ?
