I have lent money to people and lost !
My observation has been that people behave differently when asking for money / financial help but act as strangers when repayment time comes.
Once bitten , twice shy - now I only lend to very few close friends whom I am sure of personally.
Standing as a guarantor for a newbie , I would not do unless he is a relative and would not expect that from some one if I am new @ a place .
Guarantees and references are there for a purpose . To mitigate risk .
With references also , I would provide a reference only and as much as I know the person - if the person defaults , it could be of damage to the other party who might have to bear consequences of a false reference and dependency on that.

I have always helped people when I could. Even with jobs, I always checked with my HR & internal job portal whenever someone asked me about job openings in our company & responded to them. But I don't see people here helping me the way I did in India. I got few contacts working in Automotive field in Toronto (all desis), but none of them said they will at least check if there are jobs in their company, forget about referring. Some don't even respond until I remind them few times. Applying through Job portals isn't helping much

Your resume plays a very important role in getting you an interview and half of the job battle.
Remember recruiters search online resumes based on keywords . Observe and make a list of keywords from 10-20 related job openings ... Then add these to your resume so improving your chances of resume coming up in the search.
Also when doing a resume , visualize from the hiring manager's side ... he would get at least 100 resumes --- what should there be in your resume on the first page that should catch his attention .... and the first look should make him short list your resume .... a kind of a show stopper @ a fashion pageant !!

Few things you may try.
1st Step - Google jobs with your skills, you will get list of jobs available in the market and also you would know which all job sites has those jobs listed.
2nd step - is to note down the key words being used in these job postings.
3rd step - would be to create your profile on the websites from step 1, with matching key words from step 2, update your resume accordingly.
4th step - Update your profile daily(or may be twice a day preferrably 7am and 1pm).
Recruiters look for exact matching key words. They are more interested in active users, updating your profile frequently will help you here.
You ll find Good and bad people everywhere, our job should be to just keep trying.
Linkedin is good site to make networking for job

for Garage job try www.jobbank.gc.ca or kijiji
don't be shy away to pickup phone and call if you get direct number on job posting ...
Also, number is the key ,,,, keep trying and you will hit one for sure
NOTE: i dont believe that there are no job - if you really wants to work than jobs are all over the place - only lazy or choosy people don't get job
