My Daughter got married in India, in 2010, Dec,
She returned back , after her marriage to complete her job assignments,
Visitors visa for her husband rejected in 2011,(Lack of international travel history)
She returned to India, to join her husband in Dec 2011.
She now intends to visit us with her husband, however her husbands visitors visa
are refused again in 2012, ( Almost similar reason as in last refusal).
My daughter is any way visiting us next month,
What is the best way to acertain her husband can visit us in Canada.
He is not too inclined to file for his PR, as they have no intention to migrate here.
My daughter holds a valid Canadian Passport.
Please guide .
Surprisingly, my other daughter (Twin sister, Canadian citizen ), her husband got his visitors visa, in his first attempt, and they are visiting us next month

I think he was lucky that he got visitor's visa.
Normally spouse of Canadian citizen doesn't get a visitor visa because any one who applied for PR under spousal sponsorship while in Canada need not leave Canada irrespective of the visa validity
Why don't you apply PR for your son-in-law even though he doesn't intend to settle in Canada, as long as he is married to your daughter he won't lose his PR even if he stay in India and he can visit hassle free when he and your daughter come here
