Take your same example regarding speed limit on white and black. You are not supposed to exceed. What if you do? Well, if you are caught, you're penalized, if not it's your luck. There is no fool-proof way of ensuring that every single motorist adhers to the speed limit.
Similarly you are supposed to disclose to OHIP about your absence, if you don't, you may be unlucky if you are caught, or lucky if you're not caught.
Makes sense ??
