Landlord issue - what are our options

My cousin is on student visa and he is renting a place with couple of other students.

In month of January there was a fire in apartment below them and when firefighters came they also entered my cousins apartment. And in order to check they broke their living room wall at few places and then left.

My cousin informed the landlord and they told that they will repair the wall.
Since then they have complained 4-5 times but still no action.
As you can imagine their utility bills have sky rocketed and the recent bill they got was $423.

I asked my cousin to move out but he told me that he has a contract till August.
So what are his options as a tenant, i feel like suing the landlord for this negligence...

What do you advice.

HI Gurjeet !
This is what your cousin must do before walking out of a contract :
1. Keep a record of all calls made to landlord ( with date and time ) .
2. Send him a registered mail with the complaint .
3. Have all facts documented about fire .
4. Take a picture of damages caused by Fire dptmnt .
If LL still doesn't respond your cousin will face no repercussions .

P.S: I do not know anything about legal process though about suing . We had desitiger on board who use to help CD's in this regard .

One easier way, if the apartment in question is managed by one of the corporates like morguard etc... , which mostly worked for me during my tenant days, is to bring this to the corporations notice. The apartment unit's resident manager may not listen, but once escalated, things will happen.
