Does it mean my interview(if assessed for interview) will be held in 2006( considering India has 3 -4 yrs Interview waiting time) and the new file number was allocated to me in Feb 2003 though I applied in Aug 2001 originally at Buffalo?

You have already obtained your new file number from New Delhi. Have you checked your e-client status using this new file number? What does it state?

My eclient says "we started processing your application in feb 2003" and says under process...

It means the file transfer as per applicant's wish pushes it at the bottom of pile. It confirms Masood's statement and I am very sorry to note this.

I believe now only your IELT result , education level and experience can boost the time line.

I can understan your frustration but regret fot not giving any concrete solution to your query.

i have ielts score of 7.0 in all and submitted it in 2002.My wife and me both have engineering degrees and are in software field for last 7 yrs.
I have work exp in UK/US as a Sofware engineer.I clear both in old law and new law.Yet because of this transfer I have to wait for 6 yrs for a decision.( 3 yrs time for interview queue)

I don't think you have to wait for such a long period. In my opinion all backlogs globally occured due to frequent change in law & regulation. The assessment under new regulation provides fast processing.

So once the applications under transit law cleared then processing will be very fast.
