Refund of Landing Fee

Can anybody please help me? My medical was submitted in March 28 2005

I received a letter from Canadian consulate on February 16, 2006 stating processing of PR is complete and I need to send original passport for immigrant visa stamp ASAP (I believe this will be single entry visa). If I send my passport for visa stamp & that will return to me in about 3-4 weeks with expiration of visa for landing. (Again I am guessing the expiration will be March 28, 2006, a year from medical).

The landing fee I paid is refundable and If I change my mind and not to go further for CANADA PR. Does anybody know that at what last stage I am entitled for the full refund of landing fee?

I mean before sending original passport for visa stamp which is current stage of mine OR

Even if I send the passport now for stamping I still have time till expiration of immigrant visa before which I should physically land to get PR # and card?

Right of Permanent Residence Fee:

This fee must be paid for the principal applicant and accompanying spouse or common-law partner.

Pay this any time while Citizenship and Immigration Canada (CIC) is processing your application. You must pay this before CIC can issue you your permanent residence visa.
This fee is refundable if:
you cancelled your application;
CIC did not issue your visa to you; or
you did not use your visa.

If the delhi office has requested you to send the passports, this means that processing is complete and visas are waiting to be issued.The ROLF is refunded only if your application for PR is refused. If you have decided not to proceed, this is your decesion nad your landing fee is non-refundable. The ball is in your court not theirs. you should be prepare to leave the moment you recieve your passport. The letter from CIC along with passports will give you a timeline for your travel.

Where did you get that from?
ROLF is refundable if you do not land - for whatever reason.

Where are you getting this information from?
You don't have to be prepared to leave "the moment" you receive passports back - there is always an expiration date on the visa by which you should complete the landing (which is usually 1 year from the date of last medicals).

The RPRF or ROLF fee is fully refundable in following Circumstances:

If your visa is refused in any stage after the fee payment ; or

You did not Land in Canada whatsoever reason and your immigrant visa was expired.

After that you have to write a letter to CHC, requesting refund of your RPRF along with your passport and landing paper.

Immigrant visas are processed certain numbers per year in the HC’s, please allow others to have the opportunity, If you are firm that you are not going to Land Canada.

Friends, Thanks for reply.

I received the letter from Canadian Consulate General, Buffalo, NY location and does not have any deadline to send original passport with photographs. As I understand if I send the passport then I will received a single entry visa allowing me to enter Canada for first landing. Once I sow all other documents with financial information that time I will get a permanent resident visa stamped on passport with may be a PR card. I am not sure. But if I choose not to land even after I receive a single entry visa stamped on my passport then is that my landing fee is fully refundable?

I understand that the landing fee is fully refundable if you donot land and visa is expired.
