Why do not you just walk away from a basement apartment?
There can be many reasons to take this step: clean air, proper ventilation, noise, attitude of your landlord etc. You seem to be worried about your baby's health as you are in advanced stage of pregnancy.
If the budget is your concern, why do not you consider the new Daniel's stack townhouses on Mavis/Eglinton? They are small in size but very independent and adeqaute for 2 adults and a baby. They rent out anything from $900-950 pm and it can cost you another $60 for hydro.

As far as the law is concerned, you are protected under TPA and you can take necessary steps to claim your rights.
Is it worth for you to stress out at this time?

The ones at Costco are excellent. I was standing in front of one of those in the store at a distance of atleast 10-12 feet and could feel the heat.
Complaining about the landlord, may result in evacuation. Keep in mind it's a private house not a rental apt. Especially if it has been rented out illegally, for sure you'll be out of there.

I feel that a lot of these posts are putting house owners down. Being one myself. I can say safely that not all land lords are bad. As we've had a happy relationship with all our tennants who've been with us for as long as they need to. Plus the basement itself is huge and has a master bedroom that has it's own full bathroom. In addition to another full bath. Even considering this extra and extremely helpful feature, the rent (compared to the rest of the neighborhood) is low.
We've lived in basements ourselves and so we know how it feels and how to treat the tenants.
Well moving on....
There's no point filing a report. Unless you really want to pick a fight or have time and patience for it. As mentioned by other CDers... u can get a heater. (We had to do that). Or leave open the house stove. It will definitely heat up the place a little until u can get the heater. Or come live in our basement. hehe!
1. At this stage it is best to pick up a heater.
2. Do not get into bad temper/sulking/harassed mode as it will affect your kid's temperament later in life. Just be happy, read,watch and listen positive and pleasant books/programs.
3. Medically speaking you or your baby is at no risk at 14 degrees at day time and 18 degrees at night time. It just means some more woollens.
4. However you do not have to undergo all this. Just buy a heater.

At this point of time Heater is your best option. However, if it is stressfull, just move out to an apartment (or to Madamex's basement ). If you need help with the moving, I feel some CDs could help you. Count me in.
Frankly, most landlords are stressed out themselves trying to make ends meet and keep the mortgage going. These are things they can do the most to cut corners.

I have to disagree with you on this one. This clearly shows that the landlord has stretched their hand more that they ought to.
