AD_D please note that recording a conversation here in Canada without consent can bite you in ***.
Proving person authenticity on the phone is not easy either.

Only way to get your money back is amicably. Threatening may not always get desired results.
How do you know he doesn't file taxes or don't have intention to file taxes in the coming year ? Did you got inside information from CRA ?

He is already tried to amicably resolve this. No idea whether he paid taxes or not. I said, mostly likely a person who cheats tenants will bound to cheat CRA.

Just report it, CRA will check. If okay no issues, otherwise landlord will pay.

Also, person getting deposit in cash ?? This raises red flags to me.

Apparently either you never have been a LL or luckily you had exceptionally good tenants. If I were to rent my house again I will ONLY ACCEPT CASH no matter how many red flags it raise or people assume cheating CRA. Accepting cash not necessarily translates to cheating as you have tried to imply.

Please enlighten us how LL has cheated in this particular case .

Cheques can be be easily fraud ed . Cheques can be given from non existing or expired accounts ..

There is a reason that lot of sellers are not even accepting Paypal besides cheques.

Have you conveniently ignored or missed the question - How LL in this case has cheated?

If anyone possibly has cheated is OP friend who failed to do his due diligence.

Instead of cheques, landlords ask for bank drafts (certified cheques).
