I am a civil engineer as well but specialized in Structural Design. I actually had no trouble getting a job here in canada because it seems there is a shortage of structural engineers. In fact my firm is desperately looking for more Structural engineers. But in general there seems to be a lot work happening right now in North America - Alberta and US to be specific. So the demand shouldn'd be just confined to design engineers but to all aspects of civil engineering.
With regards to work experience I had - I worked in Dubai for about 5 years and yes my experience there counted when I was offered the job in Toronto.
I don't think having indian experience should be any less anyway.
