can someone enlighten me about this city
i did some research on it and founf out that it was real CHEAP .
i am not saying that one should move there straight after landing
and such cheap place also might not have the best of job prospects
but one can certainly think about it as an outside option

Hmm....let's see...in the middle of nowhere, freezing cold most year round, no jobs - no wonder it is cheap.
My personal opinion is that unless you get a confirmed job offer based in Winnipeg, there is not much point moving there.
If you get a job offer that you really like, then sure, go ahead.
You will get away from the hustle bustle of Toronto (assuming thats' where you live now).
Housing will be cheap.
Winnipeg has some really good ethnic restuarants....Egyptian, Moroccan, etc.
