Co-op jobs you can get only if you are in a registered program at a community college or university. Some companies have co-ops on rotation, so these co-op students are never absorbed, they are replaced by another co-op. For these co-op students to be absorbed, they have to compete with others when a job is posted. These students will probably be considered because they worked with the company but you need to back it up with relevant experience. If you do not have much experience, such co-ops will not result in full-time jobs.
In smaller organizations there is a good chance to get absorbed if they are actively looking for someone. Companies gets cooperative education tax credit for hiring a co-op student, so sometimes they are only interested to get the tax credit and get the work done by a co-op student. It costs them less than a regular full-time employee doing it.
There are also fields that are quite saturated especially in Ontario and are quite competitive. So, new immigrants are going to face a tough time unless they have significant amount of experience from back home and one Canadian company can provide them with some "Canadian work experience" at least for a short time.

Situations differ.
I am not sure how many of you know, but many companies even turn away people who want to volunteer.
A desi immigrant lands in Canda. He may be in a technical field like Architecture or Engineering. Many sucessful IT engineeris might have told him just to look at his skilled job. For 3 months, he will be sending resumes left and right and not even land in one interview call due to his non- canadian experience.
Then someone would advise him to go / cold call companies and offer for volunteering as he might be under the impression that if he volunteers, then he can put it as Canadian experience in his resume and also get a reference. Even people who do labour jobs for 10 hours a day want to volunteer for 4 hours a day in their field. This is another set of people.
When I was working in my office, I was asked by many desi's to help then get placed as a volunteer in my office for Canadian experience. Though I know that this will short change immigrants who immigrate to Canada for a better job / salary, I agreed. My boss told me that he has no time to even take volunteers and that he prefers people who have Canadian experience and who can work independently for $ 10 an hour (2005).
With the huge numbers of immigrants coming in (esp. south american and East Europeans who are white in colour), there are numberous calls for doing volunteer job in their past field. Many work in tims, child care centres for 8-10 hours to ensure food at the table and then they want to volunteer for 4-8 hrs a day so that one day they may be able to get a job of their past experience.
