BLS site mentions the new PIO will not be issued. What about the existing ones? Didn't Govt. of India announced the PIO will be lifelong valid? Does it mean:
1. Existing PIO holders won't have to renew after 15 years, and still be classified as such throughout their lives?
2. Existing PIO will be expired as stipulated and we have to apply for a new OCI after 15 years?

But no, now they ask for a penalty - since I did not get the surrender certificate when I did acquire my Canadian citizenship.......(WTF!!!???)
So now what am I supposed to do???

Stupid but practical advice will be to Pay the penalty. how much is it ?

You may be lucky...but as per rules, you're supposed to get the OCI re-issued for minors. You could be refused entry into the country.

This does away with the need for getting the U sticker affixed every time the foreign passport is renewed ..

Note: Vide circular No. 26011/06/2015-OCI dated 29th January, 2015 of Ministry of Home Affairs, Government of India, all immigration authorities in India will not insist on production of the foreign passport containing the 'U' Visa Sticker in the case of OCI Cardholders while they enter / exit India and the immigration clearance will be granted based on production of the 'OCI CARD ONLY'.

it is not right Fido...please check on same webpage mentioned about OCI sticker requires for Minors:
20 years of age or younger :
OCI registration certificate and ‘U’ Visa must be RE-ISSUED EACH TIME A NEW PASSPORT is issued up to the completion of 20 years of age in view of biological changes in face of the applicant..
